You can use a recessed hatch pull so that everything is essentially flush.
Soss hinges will now work over time due to frame movement, expansion and contraction. Some type of piano hinge attached on the hidden section along the face of the joist or deck board will work.

How about no hinge, and just sit the hatch there in a well created by framing. Not worries about it binding from wood movement? Easy?
