There are two reasons I do not have this problem. First, there is no one else in my garage/shop when I am there. Also, the headlamp is nearly always tilted down so that I can see things up to 18" from my face, or closer and the lens is nearly always focused on a spot rather than a wide pattern.

It would be a completely different story if I were trying to use them to see at a distance, such as for trail hiking at night. In those instances, yes headlamps would blind people. But then....the same thing happens when people use hand-held flashlights. Most people are idiots and will deliberately shine their flashlight into each others' faces.
