Elephant racing supply two bushing tools with their control arm bushings. One is conical and goes in the end of the control arm to help the bushing expand and slide on. The other maintains the proper depth of the bushing in the outer cylinder.

In the picture I posted, the conical tool is inside the bushing being installed on the left side of the photo. You can just see a thin white circle on the inside of the bushing. The white part between the bushing the clamp on the left side of the picture is the other part of the installation tool.
