All that site does is mirror Copart.com which is where those cars are sold. Some of them are able to be purchased by an individual. Some require a Dealer's License and some can be purchased through a broker.
To bid or find a broker you need to register with Copart.

Here is one of the Porsche's listed on the site the OP linked to. And it's real listing on Copart.

Beware of going through third party sites as they will charge you more in unnecessary fees. Register with Copart if you have interest in a certain car.
