I’ve seen that same statement repeated in many places but I don’t think that’s true. Every RUF car with a RUF VIN that I have seen has also had a crossed out Porsche VIN, implying that it was a completely built car when RUF acquired it. It seems to me that RUF bought finished cars, then dismantled them and rebuild them.
