I have a solid poured foundation- 16” thick and it cracked and caused water ingress. Demoing the finished basement and repairing the cracks was a really fun use of $20k. French drain is totally the way to go and the clean out is a great idea too.
The other thing we did that made a huge difference was fix all our crappy gutters that were dumping rain into the house and regrade the landscaping away from the house; move the water away…good luck, it’s only getting wetter in the middle west… ugh.
