Why do they have red and white hot water lines? At first I thought the two lines were to circulate hot water, but that’s a hot water on on demand system. Maybe they are two different system sent to two different locations
Either way, looks like a lot of fixtures/bathrooms/kitchens for one water heater.

My quick guess is the blue is cold water coming in from the ground to the heater and branching off to fixtures in the house, the red is heated water going to fixtures too and the white is recirculating water- even though it is on demand, people still have a recirc system that operates in different fashions, some are on a switch; maybe even a motion sensor to get the hot water ready.
