Washington does as well. We call it a "collector vehicle" registration. Vehicles are eligible at 30 years, so long as they are ostensibly only driven to shows, other "car" events, occasional pleasure driving, and for "testing and tuning". We cannot put them on a daily driver, in other words. It's a one time registration, good for the duration of our ownership.

About ten years ago Washington revamped its vehicle licensing valuation process. Through votor initiative, we won "$30 car tabs". Except, well, I pay close to $200 per year with all of their "add-ons", which are all patently illegal.

Before that, however, fees were assessed on vehicle value. Folks with higher end vehicles were commonly paying over $5,000 per year for tabs. This drove a lot of folks to register those in Idaho, Montana, and Oregon.

Then one day our State Patrol ran a "sting" operation at a National Park campground. They bounced license plates on expensive motor homes, fifth wheels, and the like off of the addresses and drivers' license numbers left on the little cards in the registration box. They wound up impounding several dozen RV's registered out of state by Washington residents and holding them for what turned out to be, in many cases, tens of thousands of dollars in back fees and fines. In the end, many, if not most, wound up forfeiting those RV's. It made a big, big splash around here, as I'm sure was the intent.

So, yeah, registering out of state doesn't always pan out.
