FB, grid was repaired but not really improved from a resiliency standpoint. Much of
PR still uses poles & overhead wires to transmit electricity, no bueno in a hurricane.
Same is still true in much of the Pacific NW -- trees made super-heavy w/ snow & ice fall onto power lines pretty easily when soil is soft/wet and wind picks up.
