1) People in Texas leave the lid up because the water in the bowl is about 95 degrees, and any minerals, chemicals, or leftover bodily stuff will turn a closed bowl into fuming mess quickly.
2) Cats like the fountains not because they have bad eyesight, but because flowing water tastes better, it get oxygenated and the chlorine has a chance to escape. Water in a dish is like water in a stagnate pond, no animal would voluntarily go there to drink if there was any flowing water around.
3) Those with fountains, the little pumps inside are simply magnetic impellers, no actual machinery inside. If they stop pumping, try taking the face plate off (4 tiny screws). Inside you'll find the impeller wheel with a magnet, and probably a tiny clump of fur or gunk or whatever which has blocked it up. Rinse it out, put it back together and I'll all but guarantee that it works again.
