Its purpose was to provide a "slight" vacuum in the belt cover area to suck up any belt particles and other junk that may accumulate in the belt covers. It's designed to deposit it on top of the air filter that way it can be cleaned upon filter change. It wasn't a very effective system so it was just capped off. I believe the change happened in mid 88.
