I gotta say thats quite an interpretation. I doubt they meant to require such reading between the lines when they wrote that sucker. But then thats JMHO
A common man such as my self might think that

means you cannot require office holders or groups in concert with the government to be of a certain relgion. Maybe I'm just too simple?
