If your new oil filter paper element is dry after running the engine for several minutes and you drained 9+ liters from the sump, then the problem is:
1. Plugged inlet into the suction side of the scavenge section of the oil pump. Our oil pumps are positive displacement gear pumps and a blocked suction side turns the oil pump into a gear type vacuum pump resulting in zero/near zero oil flow.
2. Plugged/mostly plugged oil return lines to the filter/tank. Since there is no safety valve aka relief valve in the pressure/return side of the scavenge circuit, a gear pump can/will build enormous/destructive pressure very quickly with a blocked outlet provided the suction side is clear. Damage can be a twisted off pump shaft or drive component, blown out shaft seal if equipped, or a cracked oil pump housing. I’ve seen all of these in aircraft and industrial hydraulics.
3. Crazy plumbing. The scavenge side output fitting is on the driver side of the engine down in the sump area (on my 3.2). You might consider photos or a complete sketch of the piping from the engine to the oil tank.
I think it would be wise to install a mechanical oil pressure gauge to make sure you have lube oil pressure.
