The park function is really carried out by the park ring in the wiper motor itself. This is a C-shaped contact that passes power to the motor when the switch is in the off position but the wipers are in the non-parked position. When the wipers get to the park position, that is the open part of the C shape, so the wiper motor stops.
Check that you have power to lead 53a on the motor when the power is on. If you do, then the issue is likely the contact in the motor.
