One of our neighbors several houses down regularly walks her two dogs. She always carries a carries some plastic baggies for the occasional droppings. She also has a police style baton that is collapsible. It opens up to a formidable stick. She also carries a can of pepper spray. All of that is totally legal to have on her. She has had to use the stick on one aggressive dog. Of course she has her cell phone with her as well.
