Yes dogs can sense fear whether it is a scent or body language. Stand your ground and never run as it triggers their predator-prey instinct. If a dog is barking I talk to them firmly using commands they probably know. If a dog lunges toward me I put something between us if possible like a bike, helmet, tools, stick to impede their lunge.

If a dog actually is able to bite me they get whacked. period. The dog is out of control and needs to have consequences it understands. Also they get turned in to the humane society, will be put on a 10 day rabies quarantine, and the owner fined. The owner needs to understand that an out of control dog is not ok and there will be consequences. Dogs need to be under control at all times whether leashed or on command. There is no room for an out of control dog with red mist that ends in violence.
