The blast of air will still buffet him around, but he won't be smacked by 20# of tread or 50# of wheel.
The funny bit is that normally, the tire goes inside the cage and the tech is in the wild. I suspect it's not quite as safe the way it's pictured.
People get killed by exploding tires.
