Don't want to be a buzz-kill, but I'm okay with very insurance premiums and mandatory liability bonds related to horsepower/torque. Wouldn't stop the wealthy from being dicks, though, just would prevent us poor folks from driving a used 400hp Mustang. Seems like you have to pay to be an idiot. The drivers of the Ferrari and the Tesla were/are just rich people using a public road as a racetrack. Hopefully, somehow, the Tesla driver is found.
