I just purchased a 2014 911 Carrera S with 8,875 miles

At very low speeds, when I turn the wheel fully left or right the tires or front end make a very loud popping noise and the car hops sideways.
This occurs before full maximum turn on the steering wheel but gets worse as you turn further.
It occurs in forward or reverse.
If it starts you can ease back on the turn and it stops.


It sounds like the tire is rubbing but no evidence of that on the tire or the interior of the wheel wells.
It is almost like the tire is dragging across the pavement.
Any help appreciated.
