My 2017 Jetta could do it. 14.5 gallon tank, 40+mpg at 70, even better if you were off the interstate and going 55-60.
The 2010 Silverado had a 34 or 36 gallon tank, and even though it only got about 17 on the highway, that meets your requirement.
The 2019 Silverado has a smaller tank - 28? But once I get the lift off it and get street tires on it, I'm hoping it gets over 20 mpg on the highway.
