Absolutely, brake check, is the opposite of what you should be doing. But, you do need a means of communicating with other drivers. Often, that's lights of some sort. If you're in heavy traffic, say, in the middle lane of 3-4 lanes of traffic, and you can't move left or up, and there's a guy on your rear, yes, hitting the brakes is a bad route to go, but how is a quick 2-3 flash of the hazards any different from a turn signal (especially if you've got no way to actually change lanes)?
