I'm not so sure there are a lot of shootouts in India and China.

Now hazard switch use is a completely different thing and I am sure is different in each province of India and China. I've only been to Shanghai and surrounding countryside, I didn't see any use of hazards but driving was extremely civilized.
Southern India, where I've traveled extensively, that's a whole other kettle of fish. I think constant hazard is assumed so no need for the lights, both city and country. In the city, it's move or be killed. In the country, it's move over or be killed as massive trucks barrel down one lane country roads with abandon. If you don't pull over into the grass, you will be killed. Hazards on or not.
