They are definitely not Hummels. They appear to be bisque. There is a very similar one to your troubadour figurine (with the tambourine) for sale now on EBay for $99. Search for
bisque figurine tambourine troubadour if interested.
Yours appears to be painted better...so one might be more valuable than the other.
