The best/easiest way for a dog to have only 2 legs is if they have front but no rear because the front support most of the weight under normal circumstances. I wonder if this is a wild fox. It would be super surprising for a fox with only 2 legs to make it to be an adult or for an adult to lose 2 legs and survive.
