Yep, I've done exactly that. Now if you'd boiled that water for a hour for some reason, you probably wouldn't want to put your hand there right away, because you heated the pot and water for an hour, and then the pot and water heated the glass underneath it for an hour. But I'll bet that within 60-120 seconds, it would have cooled enough for you to be able to touch it.
