If you were applying for an engineering position, you had to meet minimum qualifications to even be considered. Either have an engineering degree or a PE. Most states require an engineering degree to get a PE so most were still excluded. If you applied to an EE position, you were eliminated before the resume was even forwarded to the selection official if you did not meet those requirements (no computer science degree etc. allowed... unless you had taken essentially enough engineering/physics/calculus to have qualified for an engineering degree bit for some reason, opted for a different degree. Of course, the eng. degree only got you in at a very low level (Engineers started at $44,740 in 2022) entry level. To compete for anything more, you had to have significant experience on top of that.
