I would suggest you call the local DMV or whoever you normally get a car title and tag from. Tell them the story, it was off the road, and bring in some of the receipts to show what was spent to get it road worthy. California should have nothing to do with it. Just get a new fresh title, and tag so it is ready to be driven away by the new owner.
That will make the car more attractive to any new owner, especially if it is sold to a California resident. All they need is the current tag and title and they transfer it to themselves. Easy.
