As for making it, “most of the way through,” that reminds me of an old joke about two guys walking across a frozen lake.
And yeah, the water definitely rises after the stall if it keeps pouring rain. The storm drains are already plugged or backed up when it floods. I once saw cars completely submerged under a freeway bridge in Minneapolis during a fierce storm. One of them still had the emergency flashers going, under water! I was impressed by that. I think it was a pretty new Mazda but not 100% on that.
