This came to mind as it may be a sort of petcock for fuel or radiator coolant., maybe even air conditioning lines.
Could even be a reducer fitting, just don’t know what the bolt would be for and if it were a bung.
These examples are more common familiar petcocks and last pic is a 1/4” NPT motorcycle tank bung.
