Aftermarket 7R wheels like Maxilite or Group 4 will have humps, so inner tubes are not required. 215/60x15 is the best size.
But original 7R wheels don't have humps. The early 'fat' TR415 valves are hard to find nowadays as they're no longer manufactured. The later TR415 valves are a bit thinner and are not suitable. If you don't have any early valves, inner tubes should be fitted and I can't think of a better size than 205/70x15 as tubes cannot be fitted with less than 70% aspect ratio tyres.
