Xinhua is the 'official press agency' of "The People's Republic of Mainland China".
The only one.
No others are allowed.
Last year they declared their country free of the 'Capitalist' (Western) disease of AIDS.
Having spent a lot of time there, I believe very little of what comes from that source.
