Because you don't want to water just the trunk.

You want to water the ground around and away from the trunk to encourage root expansion.

If you were relying on mother nature and only rain you'd get the most water at the outer circumference of the canopy, the dripline.

The root system will expand as the tree grows and the dripline expands.

You want to encourage root growth out and away from the trunk.

If you water just at the trunk the planting may stay root bound which is not beneficial.

Trees stay in the ground because root spread anchors them better, if they stay root bound they will eventually get too large / tall and will uproot themselves especially in strong winds.
