I have an extensive Ring system I have built over several years.
Yes you can view cameras and all activity from a PC/web browser.
You may need the App on a phone to setup the devices however, I am not sure you can do that part from a PC.
My experience has been that Ring customer service is very good and helpful. Give them a call and ask about that.
But if the caregiver has a phone you can use that for setup, then after you can view on your PC from home.
You can also give the Caregiver access to the system as a User, and limit what they can see/do on the system.
