23 inch touchscreen can be had for $250ish. Just make sure it has a VESA mount which is not hard to find at all.
Then an Intel NUC, another ~$600 gets you core i7 with 16 gb of ram.
Velcro it to the back of the monitor.
I like all in ones but the problem is if the display side dies the processing side is useless and vice versa.
All in under $1k.
