We bought a house years ago where the PO had painted the kitchen tile black. We scraped it all off w/ a razorblade, which was a several month project, a little at a time. I wish I knew what they used to paint it, b/c that's what you want to use...it was difficult to remove, even from smooth gloss glazed traditional 4x4 tiles.
Ended up being that the color underneath was good, but there were occasional brown tiles interspersed. Was able to chisel out the 10-15 brown tiles and replace them w/ something else. Looked good in the end. Back when my wife and I had more time than money. Today I would just rip it out and write the check for the redo LOL.
