With the engine running, test for 12v out of the FV relay terminals 87 and 87A. Simple. If you don't get 12V at both, jump 12V to the other and see if that fixes the issue with the FV. Be sure you have a relay that excites both 87 terminals and not just one. The stock relays have a diagram on the side that will show this function. They look the same, but function differently.
