Here's a solution for you. At mid race the officials draw straws to determine the final number of laps. That will certainly change the game for the teams sandbagging on fuel to use one less pit stop.

Then on top of that add your green laps as a requisite for a finish. Also, pit stops should have a mandatory time. Let the drivers race cars and each other, I don't give a rat's azz about how fast Bubba can wield his air gun.

I think the drivers ought to have a few seconds to take deep breath. F1 should go to 5 seconds. IndyCar 10 and NASCAR 15 or 20.

I know fast pit stops are a thing now at Le Mans. They should be a minute for driver change and 30 seconds for others. The driver thing is for safety making sure the driver is all hooked up.
