I had an elderly neighbor in Metro DC who's thirtysomething son lived with her. One time he decided to park his 18 wheeler tractor on our street for several days. Someone (wink wink) called the PD after a few days since it was against the city code.

He approached me a few weeks later and asked if I had called the PD. Nope, I did not, I said. Well it sucks, he said, I got a $400 ticket. Ouch, that really does suck I said.

If he had gotten away with it, we would have had the entire 18 wheeler on the street eventually.

Same for your situation. If you didn't call the PD, next thing he would have been hiding his C-4 on your property.
