Yes, with nord vpn, if you so choose, you can connect/disconnect manually.
The app/program resides on the laptop/tablet/phone. IIR, the subscription I have permits me to run on up to 6 devices at any given time. I have heard some folks run/connect at their internet facing gateway router which then supports the entire home network all the while counting as one device.
On my tablet, i keep it connected simply for convenience. On my laptop and phone I manually connect as/when needed.
You can also choose the location of the vpn server you are connected to (they have a boatload all over). There is some BW/overhead but to date I've never had issues with for example BW intensive video streaming.
