Wow, seriously messed up. Young guy, 22, watching his brother's dogs, playing with them in his back yard with a tennis ball. Then the kid gets attacked.

I get that there are rules, and for a good reason. You don't want a dog that's not dangerous being put down. At the same time, this reminds me of the joke that Ron White told about Texas putting in an "express lane" for capital punishment.
