I've used these conical lock washers specifically for socket head cap screws and had very good results also. As per retorquing after loctite has dried, no good, then the loctites doing nothing, all you could do, is install with loctite, drive quickly, then retorque before loctite has dried fully, but I think you will have better results with these washers or safety wire. I would go with the steel or zinc ones personally, not a huge fan of stainless hardware, it can create false security or gale, unless ARP stuff.
