I saw that article and didn't read it. I assumed they were talking about civilian employees of law enforcement. It will only work that way with sworn officer backup.

Also categorized as civilian enforcement are things like cameras and fixed location radar. That has it challenges, but it's coming. And while we're at it, GPS tells all. Don't rent a Mustang and take it to the track. Those days are gone.
