No, that's a bunch of BS. Makes ZERO sense.
if changing the paint color, you need to strip it way down. You *might* be lucky if the color change wasn't done right and the interior places never got resprayed the non original color.
But if they did, yea, you need to really strip it to the bare shell to do it right.
Where in FL are you? I bet a Pelican has a solid shop that can do the work.
