For a minute, let’s say this was a demasted sailboat drifting around on surface with 5 migrants aboard. Would the same amount of resources be allocated for the search?

For context, on July 2, 1995 as a 20 year old skipper of a 37’ Commercial Salmon Troller 5 miles off Tofino (west coast of Vancouver Island), I had to call in a Mayday. My boat was taking on water suddenly due to a hatch cover that had been removed without my knowledge.
1 coastguard life boat, 2 zodiacs, were dispatched from Tofino as well as a helicopter from Neah Bay. The engine hydraulic’d as the first zodiac arrived and we were able to get the boat pumped out with their Honda pumps (and I plugged the scuppers with rain coats).
The chopper got sent home. We were towed back to Tofino and saved the boat.
I have no idea what that escapade cost but it saved my ass.
How do we (as a society) decide who we save and who we let drown?
