Check that your heat and defrost jobs between the seats are full down, this should open the heater valves to dump the hot air and block off the heat tube to the vents. As they age they can get stuck, you may have to get in there with some lube and cycle them. Had heat coming in on my 88 and after some clean up and lube it is fine now.
