The shims will affect belt tightness, but typically do not affect the fan rotation....unless the alternator is not fully seated and tight into the base of the fan housing...then a too tight belt can cock the fan into the housing and impede its rotation.
If I remember correctly, there is a thick washer/spacer installed at the base of the alternator shaft.
