On my 1980 SC, the fuel gauge was somewhat bouncy and then sticking when the fuel level reached 1/4 tank. I pulled the gauge sending unit and it looked exactly like yours, with no sleeve. On further looking, the sleeve fell off the sender and is resting at the bottom of the fuel tank. I have yet to figure out if it’s worth it to drain the gas and pull the tank to retrieve the sleeve.
