Having served as a 12B Combat Engineer I've blown up a lot of stuff with a lot of explosives. Shape charges, cratering charges, Det cord, blasting caps, Claymores, etc.

To me that seems like either a prop or some type of fake charge. No fuse, too small for a blasting cap or detonator and doesn't look like C4.

C4 is not highly explosive without a blasting cap or det cord. We used to use chunks to heat our C Rations. You could cut a small piece and see if it lights or burns, I'm thinking it's most likely inert.

I would roll camera while doing so just in case anything cool happens!
