Is your friend trying to do videos like this - fairly simple - just some splicing, transitions, and music stuff?

Yes, very simple editing. Titles, cut, splice, combine video with audio tracks, basic transitions.
She's a volunteer with
https://www.coldwaterbeechhouse.org/ which is a community non-profit in Michigan trying to restore an old disused building and turn it into a community center with classes like cooking (lots of people and kids need to learn to home cook). She is trying to make simple videos, including cooking but also other subjects. However, the volunteer group doesn't have much experience with video filming, video editing, social media, web design (as you can tell), etc and not much A/V equipment. Restoring the physical building is consuming the money right now, there's not budget for A/V or computers yet.
So she's working with a rather old laptop and also needs video editing software. I might have an older but still capable MacBook Pro to donate, but turns out she's a PC person, so I'm now thinking of finding or buying an adequate PC and donating it, with adequate video editing software installed.
