It's very simple! The "L" shaped mounting bracket of the DME relay causes the body of relay to be mounted cantilever, i.e. body of the relay is above the floor and then vibrates.
A spacer needs to be placed between the DME relay and the floor to keep it from vibrating. Yes, it still gets vibrations from the floor, but its own additional vibrations are minimized.
